UPSC was first established on 1st October 1926. It is headquartered in New Delhi and functions under the Ministry of Personnel, Public Grievances and Pensions. The full form of UPSC is Union Public Service Commission. It is one of the independent institutions in India like the Election Commission of India or the Higher Indian Judiciary.  The members of UPSC and its Chairman are appointed by the President of India, as per Article 316 of the Constitution of India. Members of UPSC shall hold office for a term of 6 years or until the member attains the age of 65 years. As per Article 320 of the Constitution of India, the UPSC is given the mandate to conduct examinations for appointments to the services of the Union. The UPSC has to be consulted on various issues such as making transfers or promotions from one service to another service, making appointments to civil services and posts, methods of recruitment to civil services and posts. As per Article 323, it is the duty of the UPSC to submit an annual report to the President of India regarding the work done by the Commission. As per Article 322, the expenses of the UPSC will be met through the Consolidated Fund of India. Usually the UPSC Commission consists of 9 to 11 members.
